Angela Scott
Angela Scott has an MA in specific learning difficulties (dyslexia) an Advanced Diploma in SEN, and over 38 years’ experience as a qualified teacher and lecturer working in a variety of leadership roles across all phases of education, nationally and internationally.
She is a Visiting Fellow in Education at the University of Greater Manchester and a guest lecturer at the Education University Hong Kong (EdUHK). Between 2015-19 she was commissioned to work with the Education Bureau in Hong Kong on an innovative, ground-breaking SENCO project.
She maintains a professional working relationship with colleagues there, giving advice and guidance when required as they continue to move this initiative forward.
Angela has led the development and growth of a range of school and service - based educational teams using her broad expertise across Early Years through to post 16. As Head of the Specialist Services for Cambridgeshire and as regional coordinator for specific DfE SEN initiatives she has successfully built networks and partnerships based on promoting inclusive practices in schools and settings.
In addition to school improvement work Angela has a successful track record in leading on nationally accredited professional development initiatives including the previous National Award for SEN Coordination qualification for SENCOs (NASENCO), the current NPQ for SENCOs and the level 3 qualification for SENCOs in the Early Years sector.
She is author of a number of innovative self-evaluation tools for improving leadership of SEND in schools and settings and regularly contributes to SEND -focused books, journals and podcasts. She provides key-note sessions at conferences and leads training and professional development events working in partnership with regional and national bodies.
Most recently Angela has begun engaging with colleagues in early years settings, schools and the post 16 sector to explore the ethical use of generative AI as a tool to level the playing field for children and young people who have a range of special educational needs.

Rachel Creamer
Rachel Creamer is an experienced education and inclusion leader with over twenty years’ experience supporting schools, trusts, local authorities and families to improve outcomes for children and young people. Her career spans classroom teaching, senior leadership, strategic trust leadership and consultancy, with particular expertise in mainstream inclusion, SEND, school improvement and leadership development.
Rachel has worked extensively across primary, secondary and early years education, supporting schools to strengthen inclusive practice through evidence-informed approaches, sustainable systems and collaborative leadership. She is passionate about helping leaders build the confidence and capacity to create learning environments in which every child can thrive.
Twice designated as a Specialist Leader of Education (SEND), Rachel has led school improvement across a wide range of settings and has contributed to local authority initiatives, trust-wide quality assurance, leadership coaching and the development of inclusive practice. Alongside her consultancy work, she undertakes professional assessment for trainee teachers and supports schools through strategic reviews, interim leadership and organisational development.
Rachel’s professional interests are grounded in psychology, human development and the relationship between emotional wellbeing, learning and inclusion. Alongside her work in education, she is preparing to undertake professional counselling training, reflecting her longstanding interest in understanding how relationships, resilience and life experiences shape people’s development.
Rachel believes that meaningful school improvement begins with people. She is committed to building positive relationships, empowering leaders and supporting schools to develop inclusive cultures where children, families and professionals can flourish.
Jacky Wragg
Jacky Wragg is a seasoned education and inclusion leader with a master's degree in SEND Leadership and over 20 years of experience in the primary sector, including headship. She has a further 10 years of experience as an educational consultant with a particular focus on leadership of SEND.
Jacky has worked across the whole primary phase as a teacher, school leader and SENCO, and her current work as an educational consultant across the eastern region has a focus on special educational needs, particularly speech, language and communication needs (SLCN).
She is an associate tutor with the Speech and Language UK organisation, and she works extensively across the leadership National Professional Qualifications (NPQs) as a facilitator, coach and assessor. Her comprehensive training portfolio includes working with teaching assistants, supporting parents and adaptive teaching.
Jacky is passionate about supporting schools and their staff to remove barriers to learning, develop adaptive teaching practices and grow knowledge and confidence at all levels to create an inclusive school culture.
